Presupuesto y Hacienda de la C\u00e1mara de Diputados de la Naci\u00f3n le dio dictamen esta tarde a un proyecto de ley que establece un nuevo r\u00e9gimen de semillas y creaciones fitogen\u00e9ticas.<\/p>\n
La iniciativa que propone la derogaci\u00f3n de la Ley 20.247 est\u00e1 en condiciones de tratarse en el recinto durante la pr\u00f3xima sesi\u00f3n, que podr\u00eda realizarse el mi\u00e9rcoles 21 de noviembre.<\/p>\n
El presidente de la Comisi\u00f3n de Agricultura y Ganader\u00eda, Atilio Benedetti (UCR), explic\u00f3 que el plenario fue \u201cel corolario de una seria de exposiciones y de ponencias donde distintos actores vinculados al tema han podido exponer con absoluta libertad durante cuatro sesiones\u201d.<\/p>\n
Benedetti remarc\u00f3 se realizaron \u201ccasi un centenar de exposiciones\u201d y explic\u00f3 que el proyecto \u201cno refleja a ning\u00fan bloque, tampoco la opini\u00f3n del Poder Ejecutivo nacional\u201d. \u201cEste resumen de ideas surge del mejor saber y entender de numerosos diputados, para estar a la altura de los tiempos\u201d, resumi\u00f3.<\/p>\n
A la hora de dar detalles del texto, el diputado radical consider\u00f3 que el dictamen establece \u201cun umbral que salvaguarda todos los peque\u00f1os productores de la Argentina: quedan exceptuados los pueblos originarios y los agricultores de la econom\u00eda familiar, y aquellos que su nivel no exceda la categor\u00eda micro pyme\u201d.<\/p>\n
\u201cEsto resuelve la preocupaci\u00f3n de muchos sectores que temen verse afectados por el pago oneroso de la tecnolog\u00eda\u201d, consider\u00f3 el titular de la Comisi\u00f3n.<\/p>\n
Entre las caracter\u00edsticas del proyecto que ahora podr\u00e1 debatirse en el recinto, mencion\u00f3 la \u201cunificaci\u00f3n de todos los derechos y patentes que haya sobre una simiente y el funcionamiento del INASE – Instituto Nacional de Semillas- como organismo \u00fanico de control, favoreciendo a los investigadores nacionales\u201d.<\/p>\n
Asimismo, dijo que la aprobaci\u00f3n de esta ley implica \u201cun paso que mejora las condiciones de todos aquellos que investigan y desarrollan tecnolog\u00eda en el pa\u00eds\u201d.<\/p>\n
A la hora de los argumentos, los diputados Eduardo Amadeo (PRO) y Karina Banfi (UCR) celebraron el avance del proyecto y la posibilidad de una nueva normativa. Banfi propuso \u201cincorporar una silla en el INASE para no dejar de lado a los productores de biotecnolog\u00eda: la industria del futuro\u201d.<\/p>\n
Por su parte, el diputado Luis Basterra (FpV-PJ) consider\u00f3 que la ley \u201ces absolutamente trascendente para la producci\u00f3n agropecuaria en Argentina\u201d.<\/p>\n
No obstante, Basterra apunt\u00f3 contra las empresas de innovaci\u00f3n gen\u00e9tica: \u201cPara el negocio de semillas hay una sola puerta de cobro, esto significa Bolsatech, varios cientos de millones para Monsanto Bayer, Syngenta y distintos espacios que est\u00e1n capturando una renta\u201d.<\/p>\n
Del mismo modo, critic\u00f3 que \u201cno hubo un proyecto sobre el cual opinar y nos pone en una situaci\u00f3n institucionalmente compleja\u201d. \u201cLo correcto ser\u00eda no firmar dictamen y convocar a los actores que difieren y ver si se puede lograr el m\u00e1ximo consenso\u201d, apunt\u00f3 el legislador opositor.<\/p>\n
Desde el mismo bloque, Axel Kicillof remarc\u00f3 que el dictamen \u201crequiere m\u00e1s debate\u201d y denunci\u00f3 que \u201cel Estado se va a hacer cargo de parte de la patente que se le va a pagar a Monsanto\u201d.<\/p>\n
El diputado Juan Jos\u00e9 Bahillo (Justicialista) tambi\u00e9n reclam\u00f3 que el texto vuelva a ser debatido en una instancia de asesores. \u201cEst\u00e1 muy pensada para la producci\u00f3n de soja, estamos dejando afuera las econom\u00edas regionales, en este articulado no est\u00e1n contemplados\u201d, argument\u00f3 Bahillo.<\/p>\n
Su compa\u00f1era de bancada, Elda Pertile, pidi\u00f3 \u201campliar la franja para incluir a m\u00e1s agricultores de econom\u00eda familiar; ellos tienen por costumbre intercambiar las semillas, no comprar a los semilleros\u201d.<\/p>\n
En tanto, el diputado Luis Contigiani (Frente Progresista C\u00edvico y Social) celebr\u00f3 que \u201cestamos ante un proyecto de ley que busca ser un proyecto de equilibrio, de consenso, tiene esa virtud, es lo m\u00e1s cerca desde 1983 a la actualidad en conseguir una nueva ley de semillas\u201d.<\/p>\n
Al mismo tiempo, pidi\u00f3 \u201cno caer en apuros que nos permitan malograr este camino\u201d.<\/p>\n
Felipe Sol\u00e1 (Red por Argentina) se pregunt\u00f3 si la ley de semillas es el tema m\u00e1s importante de la agricultura actual. \u201cNo, lo quieren convertir en el tema m\u00e1s importante a base de presiones\u201d, se respondi\u00f3.<\/p>\n
A modo de aporte, el diputado Alejandro Echegaray (UCR) solicit\u00f3 incorporar a la figura del SENASA a los productos generados de las semillas. En tanto, Cornelia Schmidt-Liermann (PRO) explic\u00f3 que \u201cestamos tratando de actualizar una ley que ya existe, porque el mundo avanza y tenemos distorsiones estructurales y los peque\u00f1os y medianos productores se han visto perjudicados\u201d.<\/p>\n
